GUIDELINES FOR SUBMISSION OF RESEARCH PROPOSALS
The following documents comprise the guidelines and procedures for the Human Subjects Institutional Review Board (HSIRB) at Castleton State College. Any research activities funded by the Federal Government must be approved by the HSIRB. In addition, it is recommended that any research undertaken within the jurisdiction of the college involving human subjects be submitted to the HSIRB for approval. The materials contained in this document are available to all potential researchers through the chairperson of the HSIRB. The HSIRB also maintains documentation on the federal guidelines for the ethical conduct of research as well as selected guidelines for ethics in research established by individual disciplines. If any doubts concerning whether a project requires HSIRB approval should arise, please contact the HSIRB chairperson (currently Honorée Fleming)
The HSIRB at Castleton will consist of a five-member review panel comprised of faculty members from a range of disciplines with each member casting an equal vote. The HSIRB will meet regularly to discuss research proposals and any proposals submitted will be dealt with in a timely fashion. It is, however, the responsibility of the researcher to ensure that all documentation is submitted well in advance of the projected starting date.
The review process established by the HSIRB is necessarily formal due to the need to comply with the Federal regulations. The committee will take into consideration both the risks and the benefits of any study submitted. Detailed description of the study is therefore required in the form of a research proposal. A sample outline for such a proposal is included in the enclosed documentation. In addition, assurances of confidentiality and informed consent are of utmost importance and the committee must be provided all documentation concerning these assurances. Sample consent forms and procedures for assuring confidentiality are also provided in the enclosed documentation.
Beyond the formal review of research proposals, the HSIRB at Castleton is committed to the education of students and faculty concerning ethics in research. Information pertaining to ethics in research will be maintained on file for consultation by both students and faculty. In addition, videotapes and other informational course materials will be maintained on file for use in courses in research methodology. Members of the HSIRB will also be available for information and discussion concerning the operation of the HSIRB.
